It's one of the features only available for those using the Cyrillic versions of the site.
Firstly, go to your Account settings and to the Display tab.
Tick the "Opt me into services originally developed for the Cyrillic users". Don't worry - it doesn't set your LJ into Russian, it just adds a couple of extra features (such as journal and community rankings and these userheads).
Now, go to the shop and you'll see that there is an extra category there - Custom Userheads!
They all cost $1.99 and you get them for a year (lookie! They even have that brain slug thingy from Futurama!)
And yes, I'm very easily amused these days. It is 1:45AM right now... it doesn't take much at this time of night/morning to entertain me!
